Paula Jones alleged that Clinton's behavior
was against her will.

And, despite what you may think, Clinton was never
in any legal trouble for his _behavior_ with Monica.

He was in legal trouble for _lying_ about his
(consensual) behavior with Monica to a court.
The court was entitled to truthful answers about
that behavior because of a law that Clinton
himself signed.
