Not according to the "Violence Against Women Act of 1994".

The Democrat-controlled Congress passed this law
and Clinton himself signed this law.

It specifically says that CONSENSUAL BEHAVIOR IS
THE COURT'S BUSINESS when someone is a defendant
in a sexual harassment lawsuit. If you don't like
it, then blame Clinton for signing the law, and
blame the Democrat congress for passing the law.
