JF, not one year did government spending shrink under Clinton. The surplus happened because revenues increased faster than expenditures. And expenditures didn't grow very much because of the partisan wars between Clinton and the Republicans. The side effect of that war was a lot of obstructionism, and not a lot being done in Washington.

Enter Bush and his "new tone," which allowed a lot of spending bills to be passed. That combined with tax cuts and a recession led to higher deficits. You can blame it on Bush, but it's hard to imagine anyone in the Gang of Ten (Nine?) to be better. After all, if they all support Gray Davis in California, they obviously don't have "fiscal discipline" high on their priority list.
