Yes, Bush took a bigger chance. But Clinton wasn't in office during 9/11. Remember, al Qaeda attacked the United States primarily, because the United States was enforcing UN Sanctions and the "No Fly Zones" in Iraq - CONTAINING IRAQ - with U.S. troops stationed in Saudi Arabia.

OBL blamed the United States, for the excess deaths that occurred during Sanctions - not Saddam. The fact Saddam used Sanctions to consolidate his power in Iraq (by starving his opponents and blaming their deaths on Sanctions) doesn't matter to him.

Why continue Sanctions, when the cost to the United States was a 9/11 attack, especially when Sanctions did nothing to weaken Saddams bloody hold on Iraq - and acted as a recruitment tool of al Qaeda?
