AmericaSpirit,re:"DC..spent so much on student". Statistics, statistic. India spent $100 per student (just illustration) but $90 "go to the student". In DC. for each $100 per student, $90 go somewhere ..... Statistics is just that. Indian probably spend more per student than DC, in 'real term'.

I live in the DC area and as I said before, DC spends more per student than just about anywhere in the USA including the ritches counties around DC such as Fairfax and Montgomery counties and DC is dead last in test scores in the entire country. You should see just the state of the facilities. I know they spend more money than other schools on facilities but yet no work gets done. There is without a doubt a big scam going on. The money goes from taxes to pockets to pockets and no actual construction work occurs. They caught janitors not too long ago not doing a god damn thing, nothing, for 60k a year.
