See the constitution. The U.S. Constitution clearly creates Washington as a Federal District under the control of the Congress of the United States only. The Congress can delegate their authority and they do to an extent to the City Council and Mayor. But unless there is a Constitutional Amendment approved by 3/4 of the States, DC cannot get a voting Congressman. In fact having the shadow non-voting Congressman/Senators such as Eleanor Norton, is kind of a perversion of the Constitution. It doesn't matter that DC has a greater population than a couple of states, unless there is an amendment, Statehood for DC is dead on arrival.
