The problem is that we have universally betrayed and or alienated so many people around the world that we just cannot play those cards anymore. Hate us or not, everybody loves a winner. We have a major start on that, with a powerful military presnce in the region, and some mighty fine weapons to play with. What we mostly need is a strong leader of the forces seeking the enemy, a haven for those who chose to support us, and rewards of some kind for the work they are asked to do. More than just a daily wage. The people we recruit ,or the new Iraqi government, must trust in our promises,which means the leader needs some power and be assured of the backing of the US to provide what he promises (difficult, I imagine) A Bin Laden in reverse.
