Graham Presidential Campaign Considers Changing Strategies

IAMI, Oct. 2 — A spokesman for Senator Bob Graham's presidential campaign resigned on Thursday as the candidate huddled with aides over how to revive a candidacy struggling to raise money and lagging in the polls.

Close associates said Mr. Graham, a Florida Democrat, was looking for a way to stay in the 10-candidate race for the presidential nomination.

Supporters aware of the campaign deliberations said Mr. Graham's advisers had been split over whether he should stick with his current strategy of focusing his limited resources on the Iowa caucuses, shift money and attention to South, beginning in South Carolina, or leave the race entirely.

Thursday afternoon, one associate said Mr. Graham was considering holding a news conference on Friday to announce a new strategy, focusing on South Carolina. But late Thursday night, the campaign issued a statement saying there would be no news conference and no big announcement.

A rival campaign spread word that Mr. Graham was on the brink of pulling out. But some close associates said they were unaware of such a decision and one insisted on Thursday night that "the campaign is going forward" and that Mr. Graham would continue fund-raising on Friday.

Phone calls and e-mail messages to several Graham campaign officials went unreturned until late Thursday when a campaign spokesman said in an e-mail message that Mr. Graham was not dropping out.

Mr. Graham, a Capitol Hill veteran whose past post as chairman of the Senate Intelligence Committee has given him a prominent voice on foreign policy, has trailed his Democratic rivals badly in fund-raising and in opinion polls.

At his Miami Lakes headquarters on Thursday, several of Mr. Graham's senior advisers presented him with options for going forward, including continuing to try to finish fourth or better in Iowa or shifting his attention to the South.

Mo Elleithee, a spokesman, said that dropping out of the race was not discussed.

Jamal Simmons, one of three Graham press secretaries, offered his resignation on Thursday, citing personal reasons.

"This is just the right timing for me," Mr. Simmons said. "I had to make this decision now. I wish Senator Graham and his campaign the best."

Mr. Simmons said he had spoken with other campaigns and organizations about taking a new position.

Mr. Graham has shown no signs of quitting, saying repeatedly that he has not even considered it.

On Wednesday night, Mr. Graham told reporters at a Coral Gables fund-raiser that leaving the contest was not on the table and that the campaign was "going very well."

Still, he has had difficulty making an impression. Money is so tight that Mr. Graham has barely been campaigning these days, instead focusing almost exclusively on fund-raising. And his advertisements, which he and his aides have been saying are the key to helping him break through to voters, have yet to be seen, with Senator Graham saying only that they will be out soon.

Mr. Elleithee said Mr. Graham would soon make a decision about which strategy to pursue.
