They did notify Justice in July (a 'routine' type of notification that they say they make on average of once a week).

Then, Justice lawyers put together a list of 11 questions for the CIA to formally answer (was her job classified, is anyone outside of the agency supposed to know her identity... etc.)

The CIA received the 11 question late in September... and answered them within the week... and then asked for a formal investigation.

So, the CIA didn't take 'from July to October to ask the Justice Dept. for an investigation.' --- it took Justice a while to respond. (Although rumors are flying around that the CIA didn't press because they were giving the WH time to quietly 'handle' the matter... presumably by expelling the leakers... and if the WH had cleaned house on it's own the CIA would have never 'gone public'. It really is a form of bureaucratic warfare.)
