Yep. That prohibits what you have in mind. At least at state institutions.

De facto segregation or discrimination

is a violation only if intent or discriminatory purpose is present.

Since the intent in killing AA is to ENSURE equal treatment of different races and eliminate the racist practices you advoacate, any de facto result is legal.

You've got a problem. You are advocating racist practices.
