I think you are mistaken here. Partizans were very ruthless toward civilian population that did not cooperate but not to that degree...

you are talking about concentration camps, I think. But what about places like Babiy Yar where german soldiers were continuously killing Jews and Communists for days. Where many were buried while still alive. They say that heard sounds from under the ground for over a week. The different sources put the number of dead there between 50,000 and 300,000, no one really knows. And as you can see from the article with very conservative estimates 40,000 children were executed there.

Stalin, at least, did not execute children
