Granted that one person's observations (and not an engineer at that) aren't enough. She was going on her direct experience as well as what Iraqis told her about past years. But frankly, I would believe her over the protests of Bush admin operatives (to use an ugly word which rolls so easily from their descriptions of Democrats) that things were much worse in the past. They are following SOP when they say things like that: make what happened in the past--the situation you inherited--seem far worse than it was, so that you look like a hero when things don't turn out as badly as it appeared they might.
