It makes a huge campaigning difference when you have the Governor. You get the state facilities behind you, and organization is much better. Will Bush carry California? Only if the election is a landslide, and that's not likely.

But it makes the Democrats spend more money there.

It's all perceptions. If the people think that the big guy is working to make things better then Bush gets a boost.
