I would say Pol Pot is worse than Hitler. Hitler and his thugs felt the need to twist their minds in mental pretzels to convince themselves their victims were not quite human.

Pol Pot, Mao, and Stalin murdered their own brothers and sisters, because they believed all humans were no better than animals.
