From the national Republican standpoint: Gray was a target ("Do you want an America run by a Gray Davis-type of chief executive?") But Arnold, OTOH, is expendable ("Look how small-minded the domestic enemy is: California broke, working people fleeing, and all they can do is scream invective at a governor who is trying to turn it around."), along with, ("They've been trying that with George Bush all through this war. Send them a massage!") The former is the easier, simpler message. But the latter is more illustrative, and will do nicely...
