One thing I don't understand.

If Japan and China are sitting on all these USD's, why don't they throw some of them at Iraq? Surly that would be a good way to support the USD's they already hold.

If they don't like the USA policy in Iraq, they can always say they are wrong, but in the "interests of international security" they are bailing the Americans out?

IRAQ TALKS STALL

The US is still struggling to drum up support among nations to provide cash and troops for Iraq at the UN Security Council.

US ambassador John Negroponte denied the plan had been killed by criticism from UN Secretary General Kofi Annan.

"Now is just the time to take a brief pause," he said.

No date had even been set for more talks on the proposed measure.

Some diplomats said Washington was in a quandary after Mr Annan spoke against the plan.

He said it left no role for the UN in helping to shape post-war Iraq's political process.

Mr Annan prefers a handover of power in Iraq like that wanted by France and Germany.

It would see Iraqis quickly granted sovereignty, then write a constitution and hold elections.

But the US wants a constitution written first, which could take a year or more, and then elections.

Britain and Spain, which supported the war in Iraq, back the resolution.

US officials say handing over power too quickly to Iraqis risks dooming the nation to failure.
