I actually liked Rudy. He was a very hard working and straight shooting kinda guy. I respect that. But he did not solve the prostitution problem. He just masked it. As you have pointed out prostitution is complex problem that has many factors (including the general economy and the price of real estate). I actually do know of former sex shops that are now a theater-sex shop-corner store. As to the prostitutes, what do you think happened to them? I can't imagine they simply stopped hooking because it was now less convenient to do so, do you?
