I just read an article in the paper about the school district I'm in. At the end of the '99 school year they had a surplus of $23 million. They now have 5% more students but 15% higher revenues. This school year they will end $5 million in the hole. They got a little ambitious in adding new programs like 1 teacher for every 5 students.

I think we are still talking past one another. Your answer here suggests you are thinking of public schools. My initial comment was about there flagship college campuses--Berkley, UCLA, etc. I then said I thought it might also cover k-12 but didn't know.
