Davis just got rid of 4 billion more in spending. So it's even less than 8 billion. In fact, there is very little deficit left. He's going to start laying off thousands. But he doesn't want to touch schools, first responders and prisons. California has only 10% of its budget which isn't mandatory spending so it's very tough to cut more. Arnold has never said what he'd cut. His vague ideas dont add up to balancing the budget at all, at least 9 billion short.
