I don't know if Davis signed the bill or not, but about the same time Schwarzenegger was questioning the need for massive state regulation, the legislature was passing a bill establishing statewide standards for what constitutes a clean restroom in public schools and requiring school districts to verify compliance and certify to the state that they are in compliance.

The last thing California needs is a State Inspectorate of School Bathrooms, with a division head, support staff, and investigative arm. The last thing that local districts need is a Bathroom Cleanliness Compliance Department full of its own inspectors and support staff. Local schools themselves don't need yet another form to fill out in triplicate to certify compliance along with the masses of hourly on-scene reports that must necessarily be kept in order to verify that compliance. This is the type of lunacy that is rampant in state government at this time.
