But among those who voted in person thus far Tuesday, only 14 percent said they made up their minds in the past week. Fully 69 percent said they had decided over a month ago. The NBC News exit poll on the California recall election is based on interviews with voters outside polling places on Tuesday across the state, as well as with those who voted by absentee ballot. msnbc.com
