Saddam Hussein was predictable in only one way - in being untrustworthy. Look at the entire WMD controversy - in the end, did he have them, or not? There are many opinions on this subject, but no one really knows - which proves the following: - that it is fully possible for a regime like Saddam's to develop WMD's "deniably", without anyone outside the inner circle having any real knowledge.

I prefer to take Saddam Hussein "Da Man" at his own word. Decades ago he stated clearly that his life's goal is to unite all Arabs under one flag. (He didn't promise that they all would be uniting under that one flag voluntarily). Kuwait was a step in that direction. Saudis were to follow next, along with all the power that oil wealth can bring. The regime had only one direction to follow - towards becoming an ever increasing danger to the United States.
