I don't think you are clear on what you want to say, because there are some contradicting statements in this post.

"They (Iraqis) do not report guerrillas, saboteurs and thieves unless they are personal enemies." The statement implies that Iraqis are sympathetic to the cause of the "guerrillas, saboteurs and thieves", which is not true, imo. Iraqi citizens are fearful of them.

If Iraqis were so fearful of the guerillas, they wouldn't report individuals among them for fear of reprisal, even if they are personal enemies. Since they report the enemies but not the others, their lack of cooperation in general is not rooted in fear.

To shape or create an emerging Iraqi government based on the view the "guerrillas, saboteurs and thieves" share the same goals as the majority of the Iraqi people will ultimately put the country back in the hands of thugs.

And here you seem to agree with the author, that the reason why Iraqis are not turning guerillas in is that they SYMPATHISE with them, NOT, as you suggested, that they are fearful of them :-)

Even if so, your best bet as an occupier is to show you are not there to control Iraqis. Give authority to the Iraqi Governing Council. Watch from the sidelines. Go to the desert and hunt guerillas. But leave the control to the Iraqis.

That is the only way the Iraqi public will withdraw their support and sympathy from the guerillas.
