Bill, I don't think Ventura has been an unqualified success in Minnessota. I can see the same thing happening in California.

The main problem in California, as pointed out by Fareed Zakaria in his wonderful book, is too much democracy. All the propositons that are set in place have essentially taken away the legislature's discretion in setting policy and goals and spending money. There is a damned small percentage of matters that propositons do not mandate should be funded or not funded; the legislature gets to pick a tiny bit of things on which to devote resources.

Ahnoold will face the same strictures that Wilson faced. California's problems are systemic, they do not arise out of incompetent governors. The way things are, unless the California way of doing business is drastically changed, no governor will make a difference.
