Sounds good, but this is how the Russian's got in trouble. Trying to run the outlying areas with Bureaucrats out of Kabul. These "Warlords" being replaced are usually the local tribal leaders who are now no longer running the government their clans are now part of. Will they now engage in the same guerilla warfare they did under the Russians? Will this increase or decrease problems? TWT.
