the central government, with the help of U.S. forces based in the town, has succeeded in replacing all of them with police and army professionals, answerable solely to the government in Kabul. Sounds good, but this is how the Russian's got in trouble. Trying to run the outlying areas with Bureaucrats out of Kabul. These "Warlords" being replaced are usually the local tribal leaders who are now no longer running the government their clans are now part of. Will they now engage in the same guerilla warfare they did under the Russians? Will this increase or decrease problems? TWT.
