If Davis had not hired all those bureaucrats then there would be no deficit today. Even with Enron there would be a budget surplus. He hired far to many bureaucrats who do nothing. That is a fact. The deficit is his fault.
By the same reason GW is in my opinion doing the same thing. He is spending far to much on wasteful programs and this is not Clinton's fault it is happening on his watch. After 9/11 he could have spoken bluntly to the American people and said that spending has to be reduced. He chose not to and he bears the burden of that decision.
