Some states are worse than others. Spending in California grew by an average annual rate of 9.4% from 1997 to 2002. In Rhode Island, it was 8.4%. In Maryland, 8.2%. In Colorado, 8.1%.

"Spending by state and local governments has grown nationwide without interruption for decades, in good times and bad times alike," reports USA Today. "It has not fallen since 1944, and it has grown faster than the rate of inflation every year since 1982."

But wait: It gets worse. Since 2001, state governments have actually hired 31,000 more workers -- an increase of 0.6%. During the same time, private companies, reacting to the soft economy, laid off 467,000 workers – a decrease of 0.4%.

And yet, amidst this spending and hiring spree, the governors of 31 states bemoan their billion-dollar "deficits" -- and warn about dramatic budget cuts that will slash funding for education, health care, and other social services.
