Balanced budgets are mandatory. So how will Arnie balance the budget without tax hikes? 9 billion in cuts from somewhere. Where? Davis has already cut a lot, all the easy stuff and some of the hard stuff. He has also already reformed workers comp to the tune of 4 billion a year.
