KL,

Absolutely, Reagan did the country great harm in Lebanon as did Bush's father with the Shia's and Clinton in Somolia. All 3 cases teach terrorists that we retreat in the face of relatively light casualties and teach our friends that we cannot be counted on as allies.

Now in Reagan's case it could be argued there were larger strategic issues afoot and better places to expend capital and blood, but in hindsight these look rather thin.
