Of course they can but remember ROME wasnt built in a day, nor was modern Japan or Germany (both far more advanced nations then Iraq to begin with). From where I sit I appears we are FRANTICALLY attempting to rebuild Iraq's security forces but that takes TIME. My advise is DONT RUSH the process and get the job done RIGHT. Much can be gained if we are successful but it would be easy to throw it all away in a headlong rush to exit the arena. jdn
