Any petition effort needs funds (as do all propositions) due to the logistics of the signature gathering. The money would have been raised one way or another. You missed that part about Californians lining up to sign petitions, and 1/3 of petition signers being registered Democrats. This Recall was sealed as soon as the signatures were validated. It was a mistake for Dem's to try and paint this as part of the "vast right-wing conspiracy", or the petition signers as a bunch of "sore republican losers". They only further infuriated the general electorate. The shrewd political move would have been Davis' resignation. Dems would have still controlled the state.
