My assumptions:

1. Revenue is generally monotonically increasing.

2. Capex fluctuates with higher highs and higer lows.

3. The ratio is pretty much how you described it.

4. The analyst's comment about "capital intensity" is nonsense with respect to labor and disagrees with my assumptions with respect to revenue.
