Nobody without supernatural powers could make any radical changes to the way intelligence data is gathered, distributed, analyzed, and disseminated right after a Presidency is turned over to a new administration and expect that system to be in place and relatively fault-free within 9 months. Its not realistic and its not going happen. But what changes were made in intelligence during the previous 8 years. I'll tell you. Do not use human intelligigence, gamble the entire ball of wax on electronic intercepts and let the FBI and CIA continue to have an adversarial, non-sharing relationship and culture. As I said in another post, blaming Bush for 8 years of inept Al Quaeda policy is like Clinton allowing Al Quaeda to take the ball all way down to the 1 yard line and then blaming Bush when Al Quada scores a touchdown. Absolutely ridiculous.
