I don't pretend that risk can ever be entirely eliminated. Even complete abstinence does not eliminate the risk of AIDS. All I am suggesting is that from a public policy perspective, funds targeted for AIDS prevention would be better spent on education, testing, condom distribution, counseling and public awareness than exhortations of abstinence. Though condoms are not 100% effective, the proper use of a latex condom is much more effective in preventing AIDS than suggesting that people should merely avoid sex.

I don't wish to engage in an endless debate on this topic. I respect your point of view. Let's just agree to disagree.
