re: AIDS effective solutions:

Humans are near-infinitely flexible. All young men and women in all times and places have the same hormones, but what they do about it varies widely. With predictable results, for HIV rates. Humans are not naturally monogamous, but all human societies have found they needed restrictions on sex. The only way to avoid the need for restrictions, is to find a way to avoid the evil consequences of all possible actions. The fact that, inevitably, some (OK, many) people will break the rules, doesn't mean the rules are dumb.

Humans don't seem to be able to stop killing or lying or stealing, but the 10 Commandments are still good rules. Even if the flesh is weak, and we are all sinners, we should still keep promoting BestPractices.

Maybe the Shiites have a good idea here, the Temporary Marriage, Muta. Apply online (available 24/7, modems in hotel rooms) for your Government-issued permit (health records attached). Permits available for 1 year, one month, or 4 hours. Or home test kits (one drop of blood on the test-strip, turns green for "All Clean", blue for...)
