I think you are right about this part. Bush was not willing to wait long time for conclusive evidence. I think the decision to go to war happen in first half of 2002, based on knowledge available, plan of force deployment was put in place, and execution of that part started. Then, Congress came on board, and in September / October Powell persuaded Bush to go to the UN. The information that started coming out from the inspectors etc. in December, January, February was too little to just completely abort the plan. Saddam certainly did not help his case by obstructing the UN inspectors for almost a decade, and by kicking them completely out at one point. By doing that, he undermined credibility of any positive report by UN inspectors about Iraq's compliance.Of course, on some level the American public knew that he wasn't telling the truth but went along with it because they were too weak to object. So Americans have some culpability in this disaster. It is not a disaster. The objectives, getting rid of Saddam rule was achieved, the objective of preventing proliferation of WMD was achieved as well. Whether Saddam could have given WMD to some undesirable elements is not known with certainty, but we know for fact that the new Iraq will not do that. And it is possible that even a longshot goal of establishment of representative government in Iraq has a chance of succeeding.the latest is bringing the Turks into the fray. That would have been my first choice.Mr. Bush has changed my whole perception of the GOP and the presidency. LOL, I don't believe that. Joe
