I think the discrepancy may be that far more than one out of one hundred works for some level of state or local government. It may also be the case that the numbers I pulled only referred to the central bureaucracy of state government and not to some specific agencies. If there are better numbers out there I'd love to have them, because then the savings from rollbacks would be more significant and the point I was trying to make would be made more effectively. (I was going to say "persuasively" but I stopped myself <g>).
