Cheney gets a pipeline built from Iraq to Kuwait. He then pumps much oil through Kuwait to waiting ships. He (and his buddies) split the sales price with the Kuwait henchmen. The Iraqi's don't get any claim to this oil, it is all secret. Cheney makes sure that no U.N. or other international groups snoop around in the area. Cheney doesn't care much if other pipelines through Turkey or Syria are bombed, because that oil would get earmarked as something to share with the people of Iraq. Cheney gets reports issued to say that Iraq's reserves may be smaller than thought, to cover the theft.
