Juniper Networks doesn't expense options, as you suspect. They are amortizing deferred stock compensation, mostly from their Dec 2001 acquisition of Pacific Broadband, I believe.

Remember, only grants of fixed stock options to employees are not expensed .. today.

*All other stock-based compensation* -- grants of fixed stock options to non-employees, variable stock options to anybody, nonvested stock to anybody, restricted stock to anybody, and stock appreciation rights to anybody -- *is expensed .. today*. (If this is wrong, somebody please advise. John? Huey?)

That's makes the special treatment of fixed ESOs ludicrous, IMO.
