Yes, that's so. We hardly need a government bureaucracy to oversee this nor cops on the beat looking for violations. There are simpler and more natural regulatory mechanisms available. One is called the law suit. Another is publicity and public opinion. Presumably, people going into business give thought to the risks and rewards of their approaches and take the potential costs of making someone mad enough to sue or picket into account when they do their business plans and they accept the consequences if it comes to that.
