Gee though... I guess if politicians had said: "Saddam is running* (*at least as late as 1997) an industrial infrastructure that remains capable* (*at least in theory) of producing biological and chemical weapons..."

That might not have given sufficient impetus to the political drive toward war --- it might, in fact, just as well given renewed impetus to inspections... or other such actions.
