This is why, for example, the exceptions for small landlords exists -- not because the discrimination is any less wrong, but because the price of enforcement isn't worth the societal benefit.

I'm sure that's a big part of it. But I think it's also the case with a lot of regulation that you can only get legislation passed if you exempt the little guys because of the burden it imposes on small business but also because the little guys tend to run businesses like families where freedom of association is more real than in a corporation. When regulation gets too intrusive, you lose the small business lobby and can't get anything passed. People can accept forcing a corporation to have "one of them" in the office. People are less accepting when "one of them" is forced into their personal space. Mojo's space is relatively personal space.
