Now your forcing me to start foaming at the mouth again. The way this f-ing system works is they must spend all of the money they take in or someone will rob their budget and spend it for them. It would never occur to these assholes to bank some money or perhaps cut taxes. Hell no spend it all and when the times turn down you are in the hole.
