Yes, I know, it's a difficult situation. The result in this case, however, meant that the parents sent their daughter to the newly-opened charter school (the other school was the regular public) because they didn't feel they could entrust their child's wellbeing to the people working in the regular public school any longer. If it's the case that "secretaries, janitors and lunchroom employees" aren't kept up to date on what's going on, they can be thrown into situations they cannot handle, and in this case needed medication was kept from a little girl by people who didn't do (or know how to do) the right thing.
