Grove is no longer CEO, but while he was, I certainly think he embodied the leadership ideals you have mentioned. When a country with the size and capabilities of India targets the IT sector for job creation, if you are the software gorilla country, you had better take notice. Software is a labor and brains intensive industry. The US just can't compete at present given the relative number of new graduates with relevant programming and system analysis skills. As Grove said, it all boils down to capacity, cost and productivity.
