ascribe predictive value to historical precedent?

I have been a witness to many business situations under pressure, as have lots of people I expect. I suppose one of the easiest thing to predict is the accountants behavior in a company. When things are contacting and the situation bad, they will over exert the control of spending beyond what I (as an engineer) would regard as intelligent. When things are going up and expanding they keep asking you why are you not spending more money in taking over the world.

So right now, we are going up and all news is bullish. Can we expect any bad news that could reverse the situation? Yeah I would say maybe. Then things are different.
