The rising defense spending contributed to the cold war ending. In that sense it could be seen as an investment. Budgets have to be balanced. No they don't. Balanceing a budget during bad times can slow the economy down and make the bad times last longer. If you want to assert that it is bad to continually run large deficits then I agree. Right-wingers really want to do away with all social programs. Maybe 1 out of 100 of them do. Tim
