There is no other rational explanation for Cheney refusing to let our allies or U.N. help in rebuilding Iraq. If his story about bringing democracy to Iraq were true he would be glad to have any help he could including the decisions of what to do first, who to hire, and what companies should be involved. Instead he is determined to treat Iraq as his private cookie jar and only wants bodies to pass out rations while he privatizes all of Iraq to his friends and supporters. If Cheney had good intentions he would not be so intent on keeping contracts, profits, and oil pipelines so secret and so much under his thumb.
