Exactly! What kind of a safety net would you construct and be willing to help fund?

Think of a technology "herd" and India as a predator.

As a former student of economic development with a focus on South Asia, it delights me to hear India described as a predator. I got interested in economics in India because it was apparent that it was the arithmetic of survival. India is the largest democracy in the world and it is extremely important that it has indigenous world class tech capability. It will benefit all of mankind. Thus there is no solution because there is no problem, except for the displaced workers that you have referred to. Now I want to hear your solution to this problem you have correctly identified.
