I think actively marginalizing people can and does work, Of course it works. Works a little too well. So, marginalization is, imo, a valid tool in the tool kit- but people are too willing to overuse it. Hence the problem of overuse. I don't see any way to avoid that short of marginalizing, if you will, the use of the tool. There are other tools. And there's always indirect or passive marginalization. If you don't want antheists or homosexuals or environmentalists or vegetarians marginalized, then you have to eschew use of the tool against others, IMO. Sort of like freedom of speech. Ya gotta take the bad with the good.
